The European Green Deal (COM(2019)640)and Sustainable and Smart Mobility Strategy(COM(2020)789), adopted  in  2019  and  2020  respectively, provide  a  new  EU  framework forthe  overall  direction ofEU transportpolicy forthe years to come andidentify the importance of urban mobilityin the context of the green and digital transitions.

The revision of the current policy framework, the EU 2013‘urban mobility package’, is included in the Action  Plan  annexed  tothe  Sustainable  and Smart Mobility Strategy.The  Strategy also set  the  milestone that,by 2030, there will be at least 100 climate-neutral cities in Europe.The results of the evaluationof the EU 2013 ‘urban mobility package’(SWD(2021)0047) published in February 2021demonstratethat further EU  action  on  urban  mobility  is  needed to  upgrade the  EU  sustainable  urban mobility toolkitin order to respond to the growing challenges(CO2 and air pollutant emissions, congestion, road casualties,  resilience  of  transport  network),  and  to contribute  to  the  increasingly  ambitious  climate,  digital  and societal objectivesin line with commitments of the EU.Similarly, the Court of Auditorsin their Special report 06/2020on the EU urban mobility policy and funding called for a revision of the EU urban mobility policypointing to the need forlegislative action in relation to the adoption of  Sustainable  Urban  Mobility  Plans  (SUMPs)  in the EU  urban  nodes  of  the  core  and  comprehensive  TEN-T networks, including their surrounding areas, and the collection and submission of data on urban mobility.
